In my 40+ years of working for USDA, I have never met a more energetic, positive and kind-spirited person than Devin. His work to encourage a stronger working relationship between CRIT and USDA must certainly be part of his career legacy. In July 2021, Chairwoman Amelia Flores was sent a Letter of Recognition from USDA-NRCS State Conservationist Keisha Tatem that contained the following caption: "I am writing to recognize Devin Heaps' exceptional work as Water Resources Director for the Colorado River Indian Tribes (CRIT). During the past fifteen months, Devin has been instrumental in strengthening working foundations between CRIT's Tribal Council, Tribal Departments, and the Natural Resources Conservation Service (NRCS)." I had the distinct pleasure of being able to work with Devin during this brief time period. My thoughts and prayers are with you; his family and his friends. Stan and I send our deepest condolences to you Anna, your sweet children, Dennis, Judy and family. We are so sorry for your loss of Devin. Our heart hurts for your family as he was such an incredible guy. We love you! Sorry we won't be able to be there with you as Stan is in the process of chemo treatments with a low white blood count.
