Douglas Franklin Billings, Jr. passed away at 76 years of age on April 27, 2015 in Lake Havasu City, AZ. He was born to Douglas Franklin and Nora Billings on November 8, 1938 in Tipton, TN. He was wed to Nannette Velvet Cartisser on April 24, 1999 in Desert Hot Springs, CA; they were married for 16 years.
Douglas has lived in Tennessee, Oregon, and Arizona; he was the Chief of Police in Dundee, OR and Hines, OR. Douglas enjoyed hunting, fishing, Tae Kwon do (Black Belt), archery and woodworking; he was a Baptist.
Douglas is survived by his wife, Nannette Billings of Lake Havasu City, AZ; sons, Michael Billings of Dayton, OR, Jacob Billings of Lake Havasu City, AZ, Gien (Bear) Smith of Lake Havasu City, AZ; daughters, Dee Smith of Lake Havasu City, AZ, Melissa Shaffer of Dayton, OH, Dawn David of Big Fork, MN, Tabatha Lindley of Phoenix, AZ; brothers, Floyd and David Billings of TN; sisters, Bobby Jean Cobb, Audrey Cox, Renee Billings; 10 grandchildren; and 7 great-grandchildren. Douglas is preceded in death by his first wife, Christine and his parents, Douglas and Nora Billings.
